Build a town in Texas from the ground up without the use of fossil fuels. Start with an undeveloped section of land and use all the wind, water, and solar technology available to create the first truly green city. Design it so as not to require machinery that uses fossil fuels. This is not an attempt to roll back the clock, only an experiment to implement all the alternative-energy technology invented over the past century. There would be no need to retrofit this technology, and perhaps starting fresh will open our eyes to possibilities yet to be discovered.
