The Texas-Mexico border divides the countries with the most- and least-educated populations among OECD members. As long as this education disparity exists, there is zero probability that immigration or security policies can resolve problems of declining incomes and social integration in Texas. A major collaboration between Texas higher education and appropriate Mexican institutions, financed by U.S. funds, is needed to develop and initiate the implementation of policies dedicated to raising Mexican education levels to high international standards. Educational balance will create a virtuous cycle of exchange of people, capital, commerce, and culture. Nothing else will do it.
