Costa Messa serves up some of our favorite Mexican food, and now we have another location to visit, in north McAllen. Try the caldo tlalpeño, a spicy chipotle-tomato broth full of shredded chicken and rice and topped with avocado and cheese. Another showstopper that will surely bring out the oohs and aahs is the codorniz a la plancha: grilled, deboned quail served in a traditional molcajete with sliced potatoes. (7/12)
