Earlier in the session, I wrote that I expected the local option rail transportation bill to pass and become law. Many readers disagreed, predicting that it would die in the House. My argument was the crass one that the basic rule about legislation that is backed by big shots–in this case, the North Texas business establishment and HILLCO–is “Let the big dog eat.” Well, get ready to serve up the Alpo. The local option bill has been rolled into the Senate version of the TxDOT Sunset bill. All aboard.
