1 1/2 shallots, diced
2 garlic cloves, diced
1 teaspoon olive oil
1 tablespoon red wine vinegar
1/2 cup olive oil
2 tablespoons chopped fresh chives
Ground black pepper to taste

Sauté shallots and garlic in 1 teaspoon olive oil until brown. Add vinegar. Remove from heat, and let cool. Whisk in 1/2 cup olive oil, chives, and pepper.
