The legislation that would allow families to buy in to CHIP has been tucked into the conference committee report on HB 2080, which was filed last night at 11:56 p.m.  Since the report must lay out for 24 hours before it can be adopted, time could easily run out before the bill is adopted. It’s not the only major legislation with this problem:We’re told that the windstorm bill’s conference committee was stamped at the 11:52 p.m. Passage of both bills would appear to depend on whether their proponents can convince the House to bypass the lay-out rules.
